feat(fatfs): implement de-initialization

First step towards resolving #62 (closed)

Adds py module "card10", whose is rather uninspired and too general. Should be renamed to system or alike but I'm unsure about existing python modules / conventions regarding this kind of module.

Also, the epic_card10_ctl API in epicardium is a working draft and mostly my laziness. Enough for a POC.
